自2003年以來，北京市相繼發布了《生活垃圾治理白皮書》、《關于全面推進生活垃圾處理工作的意見》等文件，明確了生活垃圾治理思路，將其定位為“基礎性公益事業”。

Since 2003, the Beijing Municipality has released many documents including the White Paper on Household Waste Treatment and Opinions on Comprehensively Promoting Household Waste Treatment, which set out the approach to treating household waste and designated it as a “basic program for public good”.

2012年3月，《北京市生活垃圾管理條例》正式實施，標志著北京市生活垃圾管理工作全面步入法制軌道，為全市生活垃圾管理工作提供了強大的法律支持和堅實的政策保障。

In March 2012, the Regulations of Beijing Municipality on Household Waste Management was implemented, symbolizing that household waste management in Beijing was law-based, which provides strong legal support and solid policy guarantee for household waste management of Beijing Municipality.
